).  This economical choice is sent standard US Postal Service without customs forms and most small person to person (not to businesses) envelopes pass without incident.  ONLY select it understanding your local regulations and that you may have deal with customs forms and/or pay duties and taxes later, and
you accept
the risk that Border Agencies may delay and/or lose your items sent without tracking.  Otherwise, please choose a more complete service.  Stamp dealers in UK and Australia have made smallish purchases using this choice, and I’d guess they know more than I.
Canada:

DUTIES

Orders < CAD there are no duties, but subject to GST or HST. If the purchase is of  US issues they are also excepted under NAFTA rules.
Australia
appears to be duty / tax free for shipments < 00.oo AUD
Germany
appears to be duty free < 150 Euro.  But sales are not exempt from VAT
Japan
appears to be duty / tax free for items < 10000.oo Yen
UK
appears to be duty free for items < 135.oo GBP and VAT is 20%
